extra_metatags.module allows to create a custom meta tag by adding a PHP file in the "tags" directory. It could be useful, for all the cases where custom code is not necessary, to allow the user to create a custom meta tag through a form.

My idea in #593386: Custom meta tags with UI was the general design - not limited to custom meta tags. I would change the module to use only this "custom" way as backend to all tags. It can only generalize the code and make additions really easy.
