This issue was split from #517814: File API Stream Wrapper Conversion. The patch contains documentation clarification of the API changes from part 2 and some other styling fixes that would result in a smaller patch. At this time the majority of changes are purely documentation related. There are only one or two empty line changes within actual function blocks.

This patch should be tested and committed very shortly after part 2.

Note for those following on GitHub: this patch is derived from the new branch fileapi-3_styling.
