Search pagination visible even if content is less than 3. Here the search phrase is "clone"

Core optional Search module - Drupal 6.x
While searching site on some keyword, if the search result is less then also the pagination is visible. When there is no enough content to go to next page , why to display the pagination? I believe this is a serious flaw in search module
