We would like to know someone has developed the hook_token_values() and hook_token_list() for category (ie, token_category.inc)

If we can have the file that would be highly appreciated, as we are using the 'category' module for our content grouping instead of Taxonomy.

It would have to be done by category.module, so you'd have to check there.
