Reply on comment is broken

Trying to reply on comment always adds comment to last thread

To reproduce on d7 claen install
1) node/add/article create new article
2) add 2 comments with "Post new comment" form
3) click "reply" link at first comment (comment/reply/1/1)
4) post a comment

New comment is attached as child to second comment not first!
