installed into site/all/modules
enabled viet_typing
goto admin/build/block --> does not see viet typing block

If you use phpmyadmin, go there and clear all the cache's. This is what I mentioned in another comment. And this can be frustrating to users. The best way is to add the script to the appropriate places without using block. It might be simpler just to tell users to create a block manually and place the script there.
