Right now if there are no comments on a node it will just display an "access denied" message. That is inconsistent with most wiki software and doesn't help spark conversations.

I think we should provide a basic page that encourages people to comment.

I'd be in support of this, it seems like a reasonable change. Perhaps we should provide an opt-out option, though?

Here's a version that uses an admin permission as Charlie mentioned. I think this is ready to go.
