Redirect rather than block

http://drupal.org/node/522906 required that the manual creation of issues for cvsapplications be prohibited. So it currently blocks that. Gerhard ingeniously pointed out that it would be better to redirect the user to the start of the applications process rather than a rather boring and frustrating message.

This patch does that.
