Looking for a Drupal developer that can customize my profile and user referral pages (Appraisal request as well)

Hello, I need to make my user profile page rather complex. It's supposed to look something like this:

Dashboard (I want it to be called Dashboard, not profile)
->My Account
Basic profile fields

->System 1 Tab
Under this tab, I want to add fields of information that are different for every user, that I can edit but they can't. Think like a point system that declares their points. Everyone has different points here that they cannot touch.

->System 2 Tab
Same thing basically, but under one of the fields, I want them to be able to view their referrals (made with the User Referral module) the points I gave those referrals on system 1.

->Request tab
I think I can do this page myself. It's just a webform basically.

Eventually, I want to automate the fields to fix themselves when I change one value on another, as all the fields are intertwined, but that's later. I just want to know how to make this style user profile right now.

If anyone could help me with this, it would be greatly appreciated.

I'm not completely sure how much this would usually cost, so I would like some estimated values as well.
