Where I could register and manage an alipay account in english language? I don't know chinese language..

Why not learn some chinese, it is very simple. Alipay is only used in china.

Yes, chinese people are not only in china too, maybe one day I?ll learn chinese, thansk, anyway I can't plan it first of 2011 for sure ;(
Anyway one translation in english can add millions of people to alipay, instead to wait that millions of people go to learn chinese language.

To answer the English translation question.

Well, ALipay is useful for Union Pay card i.e similar to Visa Electron or Amex in china ....

[well any ways Alipay is majorly used in Taobao.com which is similar to Ebay but much bigger market share. again it's a chinese website ]

I think no need for translation in english is not required as if now.
