Creative Commons Rights Expression Language (ccREL) is a specification describing how license information may be described using RDF and how license information may be attached to works. The recommended way to describe license information on the web is to implement ccREL using RDFa.

ccREL can be used to express licensing information that isn't a CC license. The metadata specs (http://www.w3.org/Submission/ccREL/) are generalized to be able to express arbitrary license terms. For example, the Free Software Foundation used ccREL to encode the GPL (http://creativecommons.org/weblog/entry/15406).
