It would be nice to be able to react to some things, such as a space being created or a feature being added or deleted from a space. For instance, in open_atrium, we would like to be able to react to the case tracker being turned on by creating a project in that space.

I'm setting this to "won't fix" as we're no longer maintaining Spaces 2.x. I'd encourage you to try out Spaces 3.x, however we have not, and don't plan on implementing a spaces specific version of hook_enable

Pity, as that would be a good point at which to make sure the current members of a group are all subscribed to notifications for the new content type.
