ok, there are secondary and primary links.. but in "menus" section i've got only primary links available.. where could i get secondary links menu and define it?

Which version of Drupal?
If 4.7 just add a second level of links to the primary menu.

And this bit on that page (next to the secondary menu selector) explains that you can use single multi level menu for both:
And on the /admin/menu page you can add second level items to the 'Primary Links Menu'.
