ok, there are secondary and primary links.. but in "menus" section i've got only primary links available.. where could i get secondary links menu and define it?

If 4.7 just add a second level of links to the primary menu.

cvs. how? it's not new menu item.. nor new menu..

Look at the screen again. Choose which menu you want to be the secondary menu.

And this bit on that page (next to the secondary menu selector) explains that you can use single multi level menu for both:

If you select the same menu as primary links then secondary links will display the appropriate second level of your navigation hierarchy.

And on the /admin/menu page you can add second level items to the 'Primary Links Menu'.
