If I select "No Count" and click "Hide terms with no content" my Taxonomy List still shows all terms.

"Hide terms with no content" only works if there is some type of count taking place.

My desired outcome is no count and hide terms with no content

Experienced the same. Checked "no count" and "hide terms with no content" > solved > No parent terms that had no content were listed. Works for 6.x-2.x-dev but not 6.x-1.3. But, was not able to theme 6.x-2.x-dev generated block.
