Changes to bring the 7.x branch up-to-date with the most recent 6.x-1.4 release. Notably:

-Fixing urls for multilingual sites with language prefixes [#962294]
-Documenting how to translate the link and text (and for D7, implementing hook_variable_info()) [#951530]
-Implementing hook_help() so that the above documentation sees some more light [#1432198]
-Adding uninstall code to properly wipe declared variables from the DB. [#1432140]
