Yes you are right.
Once "administer menu" is checked, the user can modify ALL the menus.
So if you want to give the user the rights to modify ONLY certains menus, uncheck "administer menu" and check the "administer MENU_NAME menu items" boxes of these menus.
What sentence would you like to be added in the readme file so that it becomes clearer? (English is not my native language.)
