I know this is probably a more generic request as it applies to nodes and comments but I was wondering what the best way to go about letting forum users add attachments to their topics and comments. Just like they do with Drupal.org issues.

I have IMCE and TINYMCE setup to let the users add inline images. Ideally I would like to have users use IMCE but until I figure that out I would like to know the best way to emulate the DO Issue way. How does the issue queue here do it?

Yes, this is really nothing to do with AF.

The issue queue uses the upload module, I believe. There's also the imagefield module. And various WYSIWYG options. And Asset / IMCE. Lots of options, discussed at length in the forums. Do some searching and you should find lots of discussions.
