Issue Summary
If I see something called structure I expect something where I can, you know, structure the content of my site. Like menu... or book. Having anything non-tree-admin in there is weird to say the least. I would move the menu admin directly under Structure and then move the rest back to Building.

Talked to Gabor briefly and he said that for example blocks were more about page than site building. This is IMO splitting hairs. The expectations of what "site building" should do or be about are much less or even nonexistent compare to what "structure" should be. "site building" is completely arbitrary, there is no common understanding to what that is, while everyone know what "structure" is.

this is great feedback, thank you.
as you may be aware, we've been taking the information architecture (the items in the global navigation) our for testing with the assistance of the Drupal community on and off since late April and pitting it in front of a range of people from Drupal developers of various experience to people who use Drupal primarily for Content Creation.
our research to date has shown that 'Structure' is well understood and that people do understand the types of tools that they would find in that section.
of course, given sufficient evidence, I'd be more than happy to support you on this, but I think that it should be held up to scrutiny from a similarly wide audience.
