The dropdown on content administration, once hoverd above on a Windows machine with Firefox 3.0.12 is triggering a design that is either browser specific or computer specific. Not sure if this is by design, but it seems to be a bug.

It's not a bug in Seven, it's a bug in Windows.
What you are seeing there are the system form UI. Styling forms is a bitch without properly knowing what you are doing.
Now, without any javascript we are never going to make this work cross-browser or without any bugs..

The decision is up to the one who is responsible for this theme in the first place, but I'll rather minify the styling of the forms than introducing even more javascript for aestatic reasons.

Imo this is a Won't fix.
