Establish program goals, guidelines and policies

We need to establish a set of goals, guidelines and policies for our new program - this should include answers to the following -

* What is the Drupal Kata?
* What are the goals of the program?
* How does the program work?
* How do people become involved and how do they benefit?
* and many more...
