Proper file encoding for feedback.module's fr.po

The fr.po file currently included in the feedback package for Drupal 4.6 uses an ISO-8859 encoding instead of the expected UTF-8 encoding. The wrong encoding garbles the accented characters when importing the translations.

All the other po files in the package are in proper UTF-8 format.
