As suggested in installation procedure, I extracted the package and placed in translation folder.
Then, added the language. However, system did not import all the files.

Please suggest me the procedure.

This module was a module in Drupal core since Drupal 6. It is going to be replaced with an alternative implementation developed by the i18n team.
