add link on patches to help on applying them

I'm not sure if this belongs in this issue queue or d.org infrastructure, but I guess it's this as we wouldn't want d.org code to fork this module.

Here's the idea anyway:

We get a lot of comments on issues from newbies who say something along the lines of:

"What do I do with the patch [above]? Do I just put it in the module folder"

Someone then has to post a reply with a link to http://drupal.org/patch, and this all causes noise on the issue.

So I suggest that a file attachment that's a patch get formatted with a link to http://drupal.org/patch, like this:

myfile.patch [help with patches]

This would hopefully save us a few of these comments!

I guess for this module to remain generic we'd have to make it a setting for a general patch help URL.
