'User account details have been updated' only working when owner of that account edits his own account. When other user with 'administer users' permission edits that account it wont work.
I don't think this is a feature. Is it?

works for me. It works when the user changes her own roles and when an administrator changes the roles of a user. I debugged the variables $account_unchanged and $account and they contain the correct roles in both scenarios.
