Issue Summary
Why is the admin for address fields under "checkout" rather than "address?" Or is this an Ubercart thing?

You nailed it: it's an Ubercart thing. If you uninstall uc_addresses, you still need address fields in checkout. This is where the Ubercart people chose to put those settings.
