[Please excuse me if I have put this in the wrong place or filled in the wrong fields, I haven't submitted a bug report before.]
The restricted fields are still shown on the user's account / edit page, so s/he can still edit them, even though when s/he presses submit s/he will get an error message. This is potentially confusing for the user. The field should not be selectable / editable, or perhaps not shown at all.

patch to the Drupal core.
I don't believe in modifying the core unless you absolutely must.
I think that when the user clicks submit, and gets a 'You do not have permission to edit this field' error, and the field in question is hilighted, there should be no confusion.
