According to permission being granted in an email from the owner to me, I am requesting that the PHPTAL theme engine (http://drupal.org/project/phptal) be transferred from Olav (http://drupal.org/user/2098) to me. I have sent an email to Olav today, which is included below. I do have one question, though. Do I need CVS access before or after the tranfer? I currently do not have CVS access. Should I be requesting CVS access along with this? Please advise!

avpadernoYou need to have CVS access, first.
You should also open a support report for PHPTAL where you ask to become maintainer. The current maintainer should reply to your request; if he doesn't reply in two weeks, you can move the request to this issue queue.
The steps to follow in these cases are reported in Dealing with abandoned modules. Any private communication between you and the current maintainer are not considerate from the Drupal site maintainers.
