On large sites the tag vocabularies can have thousands of terms, e.g. one site I manage has over 60,000. It would be useful if there was an option to not load vocabularies where v.tags=1.

Would this be better as a system-wide setting using a new settings page & simple variable, or part of the VBO settings block?
