As super user I should be able to see any block.

Uncheck the admin role in the block role-visibility section and I can see any block.

Uncheck all roles and it works.

Checking admin role alone disables access for the super user.

It affects any block I try to enable.

By default blocks are visible by all users. They are also not controlled by normal permissions, so I don't know how we can help here. For now I'm marking this as by design, but if you come up with a solution or patch, please re-open it.
