On the Administer / Content Management / Backup And Migrate page there is no tables in the "Exclude the following tables altogether" and "Exclude the data from the following tables" lists.
The bigger problem is when I click on the Backup Database button, then the written .sql file contains always and only this:

I'm using drupal-5.19 and postgresql-8.4.0

pgsql is not yet supported. See #341277: New backup source: PostgreSQL (D7) for more.
