I would like to create landing page with no primary or secondary links at top.
Is this possible?

If you just need one page, I know front_page allows you to present content outside of the normal theme, and I don't think you necessarily have to use it as the actual "Front" page.

You could modify your theme to enclose the printing of the links with a php if (URL == landing page)
