let field for "rate this" be customizable

I want to make it clear to the user they are rating the module, not the write-up of the module. The current language is "rate this node." this might be confusing to the user because on Amazon.com you can rate each book review (rather than the book).
As a hack, I changed line 305 to say this:
Please rate this module/theme/site/provider. 1 = worst score, 10 = best score
instead of
Please rate this node.

It would be nice if the "Please rate this xxx" field is configurable.

also, am I right in concluding that the 1-10 scale is not configurable?
