The improved control looks good. However, instead of just allowing flood control settings on an anonymous / authenticated basis, I would allow a flood control setting for each user role.

Moving to 6.x.

Flood control does not have any administrative form in D7. The UI have been moved to the Flood Control contrib.

The original intent of this patch may still be valid. But it would probably cover both D7 and the contrib.
