Browser client pauses for a few secs on each page action? Wha??
This might be specific to my browser, but I see it on several machines.
After each action I perform on my site as either a user or an admin, the browser freezes up for a second or two, preventing me from scrolling up or down, entering data, etc. Important to note that this happens after the page is fully loaded, not before or during. After a second then its all good again.
This could be, and here is your multiple choice question:
A. Something to do with my browser (Mac OSX, Safari) and other viewers don't experience this.
B. Some heavy resource module, like a statistics mod or something, is writing data somewhere and it would go away if I managed to turn it off.
C. My hosting company is slow and a difference service might avoid the issue.
I am not a rocket surgeon and I don't play one on television, but something leads me to B. Anyone have any other suggestions?

Try turning off all non-essential modules. If performance returns to normal, turn on one module at a time until performance tanks.

Just tried this, and it seems that with all of the non-essential modules off I still have the issue.
Likely to be (A) IMO
It will be a browser thing, unless you've added some sort of javascript that does that.
Even if the server is overloaded or Drupal is bogged down etc, it shouldn't be able to have any effect on whether or not your browser can scroll.
Try some other browsers and/or operating systems.
