"Content Top" Block Showing Up on Page at "Content Bottom"

Hello,

I have not been able to figure this out. I created a block titled "Bargains" which includes a search bar in the content top section and when I save it the search bar is placed in the content bottom section and the title is in the content top section. I have no clue why. I currently used the php input format but have tried full and filtered html and nothing works, when I try the html formats the block does show up at the top but the search bar is jumbled and there is exposed coding.

I simply want the title and search bar to be placed at the top of my webpage (http://www.bargains4seniors.com/?q=blog/7) and not at the bottom.

I can show you the search bar html coding if that would help.

Any advice would be great.
