Split the boost block into 3 sections to allow for better user permissions for it's various functions.
* Displaying info about boost cache
* Flushing boost cache
* Setting/Clearing boost caching logic

My preference is to have the following two functions in one block:

* Displaying info about boost cache
* Flushing boost cache

Actually, I liked the block as it appeared in the previous RC. I suggest adding the finer scope/config options in a separate block. The scope/configuration options should be in another block because that level of control is not always desired.

I applied the patch and now I have two blocks. Confirmed that I can flush pages. Have not tested the options on the second block, but it appears on the page where placed in the theme.
