Strange behavior of the Graft block

Description
When a user with "comment administer" clicks on "prune" - he can't see the block of grafting (I see "graft" under other comments and post. Even if he reloads the page.
When an admin makes the same (he sees the block immediatly) - the user with "comments administer" permissions can see the block (after reloading the page).
Strange, but in this way the user with "comments administer" can't move the comment to the (ex) Forum
