I think it would be a good idea to add a hover state for basic links in the new Seven theme. It helps provide a visual queue for users and is I believe a good practice for web design in general.

The attached patch just ads a simple underline to text links.

This is a great usability addition as well as a design nice touch.

When working with Photoshop to create interfaces, it's often forgot to add usability touches like this.
