Under create content when you select blog entry you have to select the Comment settings part and choose read/write than your users can comment on your blog entry.

There are several settings:

1. To enable Anonymous visitors (guests) to comment, go to Admin -> Permissions and check relevant boxes under Comment settings / Anonymous users.

2. To tweak Comment settings for a content type (like blog posts), go to Admin -> Content management -> Content types -> Pick (e.g. Blog entry) -> Edit. Under Comment settings, pick your preferred settings.

My preferred settings are:

* Anonymous users may leave contact information.
* Contact form in same page.

In addition to the above settings, if you are using views, Display links should be checked under the Row style options.
