Anonymous Users - Link Switch Ok | Block Switch Non-Functioning

Hello All,

This seems to be a common situation - where anonymous users can use the module properly, so I will share with you my background work before this post.

first the url: http://sports.admininternet.net (You notice that I have the links predominately posted in the center, they work. I also have the block on the top left - it doesn't work...)
Second, we've disabled ALL caching
Third, we've enabled theme switching for anonymous and authenticated users.
Fourth, when issuing a link change such as http://sports.admininternet.net/?theme=themename this works for all users.
Fifth, when performing the same function using the BLOCK fails....

I've inserted drupal_set_message debug checks, but can't seem to find out WHY anonymous users can't use the BLOCK, but can use the link.

Thoughts..
