Currently user have to manually clear cache to see new visibility settings in work.

cache_page "table" or "bin" depending on setup

Not sure if #252773: Page cache not cleared when panels are edited is a duplicate or not, but I am having the same problem with anonymous page caching.

This was a CTOols issue, not a Panels issue, and I have checked in a fix.
