Does anyone know how to include filter into views?

Do you mean using filters within views? If so, install Advanced Help, which will provide help on each area of the views interface, including filters.

Err...Actually, I'm referring to visible filtering options like that seen in advance search and Content Management filter

I think you may just need to Expose the filters that you want to make visible.
