Upgrading Panels to most recent version that requires Ctools, and running the update script there was an error. I don't know what it referred to. Since then I have not been able to get panels working. I fully uninstalled both modules, cleared the cache, reinstalled. Have lost all my old panels, but when creating new ones, am not able to add content. This just gives a blank screen, a page with no content.
I would like to clean the system of any old data that may be blocking this, and start again, but even then I can't seem to be able to create panel content in either panel pages or panel nodes.
Any ideas would be appreciated.

have you run update.php?
have you run update.php? perhaps the db tables are out of date. Also dont forget to try clearing the cache.

I ran update, cleared caches, removed and uninstalled, then reinstalled. Still unable to add content. I have since gone back to the earlier discontinued version of panels which works fine.
Upgrading panels is easy with ctools installed first
I just updated to the newest version of panels on 3 different sites. It looked like it was going to be a difficult task, but it turned out to be an easy one.
Do a backup, then try this.
The trick is to install Ctools first and make sure that Page Manager is enabled. Then install panels-6.x-3.0-rc1 and run the update. I did this and all of my panels and mini panels survived intact. The module designers did a nice job, but they might have stressed the importance of installing Ctools before upgrading your panels installation. There is mention of this on the project page, then again I am the impulsive type and tend to read the instructions after I do things.
My very first attempt was on a test site where I updated panels without having ctools installed and I lost my panels.

I started again with a backup database, installed ctools first, then replaced the panels module with the new one and it worked.
