Is it possible to create an image with a background, but not conform to the background image's dimensions?

Description
I am trying to make a menu to look like book bindings on a shelf. See attached. The string lengths of the titles make the images vary in height until I apply this textured background image. Is it possible to not have that underlying image dictate the overall image's dimensions?
