It probably seemed like a good idea to put the menu items' descriptions as the title attribute for the admin menu links, but for me it is a distraction and an annoyance. In Chrome, at least, the title box tends to cover up the children items so I have to keep moving my mouse to find what I'm looking for.

There's already enough stuff going on when you move the mouse over admin_menu. I don't think there's a need for title attributes there at all.

For sure. Descriptions were removed in earlier versions and I didn't intend to re-introduce them. I can't really remember doing so, but if that happened, then it happened by mistake. ;)
