'Type of location...' drop-down is an empty option list in "Add tax' form

When the 'region' module is enabled, the 'Type of location...' drop-down is an empty option list in "Add tax' form. I tracked this down to a misspelled variable name ($reg vs. $regions) which causes merge_array to silently fail and return an empty array. See attachment for patch.
