Secure pages not working with sub-domain & sub-folder

I have a main site: www.example.com
Then I have a sub site: www.example.com/site1
Both sites are running off the same install of drupal but each has a separate database. The securepages is working correctly with the main site, but the sub site is not working at all. I can change it to https:// but the "pages to use https" do not change from http to https when I click on them.
Any help would be appreciated.

Changing the title since your problem isn't a sub-domain, but a sub-folder problem.

I personally have two problems in one... 8-)
I have a non-secure domain: http://new.m2osw.com
And I have a secure domain + folder: http://secure.m2osw.com/drupal
The SSL system does not let me even turn ON the secure method because it checks for https://new.m2osw.com which does not exist (port 443 is not assigned anything with that URL.)
So in the base I can enter the proper URL for my SSL site, but the Enable/Disable flags are both disabled...
