No, there is no user interface (apart from configuration and self-test).
The reason for this is that the SMS Gateway module is designed to allow your application to send messages! I have no idea how you want to use SMS in your Drupal website, which is the reason that it has been created purely for use by other modules.
The user interface has to be in your application, as you are the only one who knows what you want to do with it!!
