Sorting taxonomy terms

Issue Summary

It appears as though the terms are being sorted by creation date (that is, they're sorted by how they are pulled from the database). One of my taxonomy groups, for example, is "Publish Year", and I'm getting a list of years (terms) like this: 2004, 1986, 1987, 1956, 2003.

At the very least, I think all category terms should be sorted alphanumerically. That would probably only need a tweak to the database query. But this might be good as an option in the admin panels.
