Add dependence to the l10n_project module (project)

Well, this is not exactly right. The Drupal.org setup uses a project module instance in a different Drupal setup, and therefore it does not run a project module in itself. So making that a dependence would not let it work at all. Munging with the remote project module database is not the best design, but is the quickest way we can sync data currently, so we did not make up complicated internal service interfaces for this tool.
